Is there a way to access posted links by starting a new window as opposed to opening the link in the current window?

That actually used to be the norm for this type of forum. Modern coding guidelines made them change that though.
You can still do it with most browsers, including Internet Explorer by right clicking the link. You should get a small pop up window that will have the option to "Open in New Tab" or "Open in New Window".
